Airfare to Rise as NCAA Imposes New $11.5 Levy on All Nigeria-Bound Flights

“All airlines, including Nigerian carriers operating international flights, must update their ticketing and reservation systems to reflect the new APIS charge,” the NCAA said, adding that invoicing will begin for all tickets issued from December 1, 2025.

NewsOnline Nigeria reports that passengers flying into or out of Nigeria will face higher airfares from December 1, 2025, as the Nigerian Civil Aviation Authority (NCAA) introduces an additional $11.5 charge per ticket.

The new fee, known as the Advance Passenger Information System (APIS) levy, is separate from the existing $20 security charge introduced in 2010 and other fees collected by the Federal Airports Authority of Nigeria (FAAN).

According to a notice sent to airlines, the NCAA said the levy will fund the implementation of a “single window” system for all airport agencies, allowing better coordination, data sharing, and border control. The collection will run for 20 years.

The APIS system, developed in collaboration with the Nigeria Immigration Service (NIS), will collect and process passengers’ data before arrival or departure to enhance security, tracking, and operational efficiency.

“All airlines, including Nigerian carriers operating international flights, must update their ticketing and reservation systems to reflect the new APIS charge,” the NCAA said, adding that invoicing will begin for all tickets issued from December 1, 2025.

The NCAA, however, exempted infants, diplomats, airline crew on duty, and passengers on transit or re-routed due to technical or weather issues from the new levy — a group representing about 10% of total air travelers.
