BREAKING: FG Introduces Duty-Free Threshold for Small Imports

NewsOnline Nigeria reports that Nigerian travellers and online shoppers will no longer pay customs duties on goods valued at $300 or less, following approval by the Nigeria Customs Service (NCS) Board.

The new “de minimis” threshold, effective September 8, 2025, allows small imports through express shipments or passenger baggage to be cleared immediately without customs charges, provided they are not prohibited items.

Customs spokesperson Abdullahi Maiwada announced the policy, which was approved during the board’s 63rd meeting on September 2, chaired by Finance Minister Wale Edun. The exemption applies to up to four importations per person annually and covers e-commerce purchases, express deliveries, and passenger baggage.

However, he cautioned against attempts to split larger orders or falsify invoices to avoid duties, warning that violators face forfeiture, arrest, and other penalties under the NCS Act, 2023.

The NCS plans to establish dedicated helpdesks to guide users on the new system and address complaints. Officials say the move aims to boost online shopping, reduce delays at ports and airports, and align Nigeria with global trade practices that encourage small-scale trade while focusing enforcement on larger commercial shipments.
