Analysts say the governor’s prolonged absence risks deepening political uncertainty in Rivers State.

Rivers State has been thrown into uncertainty as Governor Fubara failed to resume after emergency rule ended.

NewsOnline Nigeria reports that Rivers State has been thrown into confusion following the failure of Governor Siminalayi Fubara to return to office, 24 hours after President Bola Tinubu lifted the six-month state of emergency imposed on the state.

Recall that thousands of supporters, political allies, and former local government chairmen had gathered at the Government House in Port Harcourt from as early as 6 a.m. on Thursday, hopeful to welcome the governor and his deputy, Professor Ngozi Odu, back to office. But by late afternoon, neither Fubara nor his deputy appeared, leaving the crowd disappointed and fueling speculations about the governor’s whereabouts.

Efforts by journalists to contact key aides, including Commissioner for Information and Communications, Warisenibo Joe Johnson, and Chief Press Secretary, Nelson Chukwudi, proved abortive, as calls and text messages went unanswered.

Six Months Without a Governor

President Tinubu declared the emergency rule in Rivers State on March 18, 2025, citing a worsening political crisis that had paralyzed governance. During this period, Vice Admiral Ibok-Ete Ibas (Rtd), the appointed Sole Administrator, managed the affairs of the state.

On Wednesday, September 17, Tinubu officially lifted the rule, directing Fubara, his deputy, and members of the State House of Assembly to resume duties immediately. While both the judiciary and the Assembly have since reconvened, the absence of the governor has raised concerns about a possible leadership vacuum.

Lawmakers Resume With Urgent Demands

The Rivers State House of Assembly, led by Speaker Martins Amaewhule, held its first plenary session on Thursday after six months of suspension. Lawmakers passed a motion to probe financial transactions carried out during the emergency administration, particularly contract awards and expenditures from the Consolidated Revenue Fund.

The House also resolved that Governor Fubara must forward a list of commissioner-nominees for appointment into the State Executive Council in line with the Constitution. In addition, the Assembly asked the governor to immediately commence work on an appropriation law to address pressing financial needs for the remainder of the year.

Rising Tension Among Supporters

Supporters who thronged the Government House expressed disappointment, with some describing the governor’s silence as “strange” and “unsettling.” Many had expected a triumphant return, complete with a public address to reassure citizens of his readiness to resume leadership.

Political observers believe Fubara’s absence might indicate behind-the-scenes negotiations or restrictions on his authority, given reports that much of the state’s political machinery remains dominated by loyalists of his predecessor.

Analysts Warn of Leadership Vacuum

Analysts say the governor’s prolonged absence risks deepening political uncertainty in Rivers State. “It creates the impression of an administration running on autopilot,” one political commentator told Leadership. “The state needs stability and direction after six months of suspension, but the silence from Government House is troubling.”

What Next for Rivers?

As democratic institutions return to normal operations, pressure continues to mount on Governor Fubara to reappear publicly and take charge of his administration. Until then, Rivers State remains in a cloud of speculation, with many citizens left wondering whether their elected governor has truly regained control of the state.
